Under Stone’s leadership the Oregon Association of Nurseries has staunchly opposed bills to require water rights holders to measure and report how a lot water they use. Supporters of measurement and reporting say it’s foundational to sound water administration, and for identifying unhealthy actors. Stone believes the requirements would fuel paranoia about the true intent of state knowledge collection, and conflict between neighbors. Because water rights must be used a minimal of each five years to stay valid, Stone worries that growers who embrace efficiency practices and use less water might then be forced to forfeit part of their unused water rights.
